It was found that the promotion lists were published on December 18, 2020, and there were 47 active ACPs who should have achieved the DCP title by successfully passing the mandatory APER.
SaharaReporter learned that 47 were planned to promote the PSC, only that the commission changed and announced 29 of them as new DCPs, removing 17 more.

According to official police records found by Sahara Reporter, Hasan K. Umar was promoted to ACP on May 30, 2018, before his odd promotion to DCP on December 18, 2020, while the rest were promoted to ACP on different days in 2017.
Meanwhile, 17 banned officers were last promoted to the ACP on different days in 2016.
“We therefore ask that these 17 officers (Eyitayo Omosign and 16 others) be detained for promotion,” civil society representatives said.
