UTAS: 5 Things You Should Know About ASUU’s Preferred Payroll System
1. What is UTAS?
The University’s Transparency and Accountability Solution (UTAS) is a payment software developed by ASUU in 2019. It is a prototype of the Integrated Payroll and Personnel Information System (IPPIS).
2. Background of UTAS:
The events leading up to the development of UTAS began in February 2014 when ASUU informed the federal government of its IPPIS orders. 5 years later, in 2019, the national president of the Union, Professor Biodun Ogunemi, told reporters in Abuja that:
“We thought they agreed with us; they said that we should appoint three people, and they will also appoint three people; then we have to come up with a platform that will be acceptable to ASUU.
“We didn’t hear anything from them until July 2019, when ASUU members were asked to join IPPIS.
“The platform we had in mind is the one we started because they pushed us to take on the challenge.
3. Legal support:
In October 2020, Professor Ogunemi said that the preference of scientists in favor of UTAS was supported by the provisions of the law.
“The Universities (Regulations) (Amendments) Law (2003), which the government called the University Autonomy Law (2007), has transferred staff authority and salary issues to the governing board of each university,” he said.
4. Supports the war on corruption:
ASUU urges the federal government to use UTAS to ensure accountability and transparency, and in the process of paying for teacher training.
5. UTAS or Nothing:
The union says it will stop at nothing to ensure the implementation of UTAS, which they believe is better than IPPIS.
